The Division of Student Affairs hereby notifies all returning undergraduate students of several updates, building on the notice issued on 28 October 2026 concerning the bed‑space balloting set for 27 October 2026:
1. The Division reports that the e‑portal which hosts the Hostel Management System (HMS) – the platform intended for the balloting – was unavailable throughout the scheduled time.
2. It further notes that the technical service provider later explained that an application had been built, yet it had not received official launch or approval from University Management.
3. The provider also expressed regret for activating the app for the balloting without prior notice to the Division of Student Affairs (DSA) and without sufficient communication to students.
4. The Division highlighted that employing an unfamiliar platform for a critical exercise, without advance warning and clear guidance, would be inequitable to students. It added that this move contradicted the original DSA instruction that balloting should be carried out via the e‑portal.
5. The Division maintains that network congestion on the e‑portal disrupted the bed‑space balloting slated for 27 October 2026. As a result, it declares any unauthorized procedure linked to the exercise null and void.
6. The Division announces that the bed‑space balloting for returning undergraduates will be re‑scheduled at the earliest opportunity, and promises to provide comprehensive information and clear instructions in due time.
7. It reaffirms its dedication to delivering a fair, transparent, and orderly balloting process for every student.
8. The Division thanks students for their patience, understanding, and cooperation, and apologizes for any inconvenience caused.
